Myths, Manipulations, and Prospects

Attention Economy: We are living in the age of abundance and attention economy. We are progressing to get absolute abundance in almost everything, but time will remain scarce. No matter who you are, everyone has 24 hours a day. No matter who you are, everyone who is living today and even a child who has been born today, most likely will not be living during 2121. The attention economy is directly dependent on time and closely linked with people worth and value (Gross Domestic Product). 

Pakistan is a lower-middle income and developing country. It classifies between frontier and emerging markets. It’s per capita GDP is $1,260 (IMF, 2021), $1,194(World Bank, 2020), and $1,187 (UN, 2019). Or per capita GDP (at purchasing power parity) is $5,224 (IMF, 2021), $4,877 (WB, 2020), and $4,690 (CIA, 2019). Bangladesh’s per capita GDP is $2,122 (IMF, 2021), $1,969 (WB, 2020), and $1,846 (UN, 2019). Or per capita GDP (at purchasing power parity) is $5,812 (IMF, 2021), $5,083 (WB, 2020), and $4,754 (CIA, 2019). India’s per capita GDP is $2,191 (IMF, 2021), $1,901 (WB, 2020), and $2,116 (UN, 2019). Or per capita GDP (at purchasing power parity) is $7,333 (IMF, 2021), $6,454 (WB, 2020), and $6,700 (CIA, 2019). World’s average per capita GDP is $10,926 (WB, 2020), and $11,339 (UN, 2019). Or per capita GDP (at purchasing power parity) is $17,110 (WB, 2020), and $17,500 (CIA, 2017).

The exports, foreign remittances, and foreign reserves of Pakistan rarely touch the $30 billion mark. Pakistan stands at lower ranks in most of the world indices and indicators like Human Development Index, Corruption Perception Index, Democracy Index, Gender Inequality Index, Global Peace Index, Human Poverty Index, Social Progress Index, etc. The researcher of this work investigates the role of record tampering, data manipulation, and intellectual dishonesty as a cause of social, economic, and moral decay.

Digital marketing has successfully claimed a significant portion of the overall marketing industry, social media promotions and other internet-based advertising is potentially a trillion-dollar industry. Marketing, advertising, publicity, PR campaigns, etc. are tools used to aid manipulation, propaganda, illusions, and fallacies. It fuels the attention economy. No matter what, any internet-based marketing platform cannot pay more than what they charge from corporations and governments for their paid or featured content to the influencers or partner distribution websites. No matter what, corporations and governments cannot pay more than what they get in return from prospective end consumers of products, services, or propaganda. No matter what the audience cannot be greater than the total population. The increase in audience and content consumption ultimately leads to decreased and divided revenue. You can start counting all influencers (religious, political, entertainer, educators, etc.) who are earning living from social media platforms, the number will not exceed 4,400 people in Pakistan, it’s 1 in a 50,000 or 0.002% of 220 million. If your counting exceeds 5,000 then it will tell us that the population of Pakistan is more than 250 million. No foreign or profitable entity can pay a single penny without any return, multiplier of their spending, investment. Some countries have an advertising industry of up to 1% of their GDP but for Pakistan, it is just less than 0.2% or under $500 million, it includes all ATL (Above the Line), BTL (Below the Line), and TTL (Through the Line) marketing. The bottom line is, if the end content consumer has no worth or value for the products, services, or propaganda, then there are no prospects of progress. We can progress in products and services, but propaganda reached its peak already. For the aspirants YouTubers, social media influencers, and web distributors, either you can replace existing earners or get your portion by decreasing their share. The sum will remain the same. The net inflow of foreign exchange in this regard will always remain negative because all platforms take their share first.

Pakistan Software Houses Association (P@SHA): P@SHA wrote “The Finance Minister has approved a fund to provide a 5% Cash Reward to IT/ITeS companies against the trade surplus of their exports of products & services from Pakistan.” on their Twitter and Facebook pages. 

World Trade Organization (WTO): WTO can penalize Pakistan for providing such cash rewards under their anti-dumping actions, subsidies and countervailing measures, and safeguards. 

State Bank of Pakistan: SBP export of services data of the last ten years shows that services export remained within the bracket of $5 billion – $06 billion except 2013 when it touched $6.6 only once.

Pakistan Bureau of Statistics: PBS export of services data of last ten years also shows that service export remained within the bracket of $5 billion – $06 billion except 2013 when it touched $6.6 only once.

Pakistan Software Export Board (PSEB): PSEB only add “9.1.1 Call centers” and “9.2 Computer services” from “Trade in Services” figures by the State Bank of Pakistan to present that as IT exports.

Financial Action Task Force (FATF) and Asia / Pacific Group on Money Laundering (APG): FATF/APG already asked for the 06 more action items extra than the earlier 27 points. Pakistan met 26 and was close to full compliance to avoid the “High-Risk Jurisdictions subject to a Call for Action” aka black-list and get out from the “Jurisdictions under Increased Monitoring” aka gray-list. Pakistan is implementing FATF’s 40 recommendations to meet international standards. MoITT and its initiatives can damage Pakistan’s struggle to get out from the gray-list, or in the worst-case scenario, it can cause black-listing ourselves. Both SBP and PBS data patterns are showing no overall growth in the exports of services, but MoITT and its institutions are pretending unprecedented growth in the IT exports. MoITT needs to answer these questions:

  1. Why and how is it not re-channeling of other exports, remittances, or money laundering?
  2. Why and how is it not re-classification of other exports, remittances, or money laundering?
  3. Why and how is it not to get cash rewards for other exports, remittances, or money laundering?
  4. Why and how is it not a tax-exempt tactic for other exports or money laundering?
  5. Why and how is it not record tampering, data manipulation, and intellectual dishonesty?

Online Labour Index: According to the Online Labour Index (iLabour Project, Oxford Internet Institute), India is a top workforce provider in the online gig economy with more than 33% share, both Bangladesh(2nd) and Pakistan(3rd) are competing for the second spot with 14% and 13% share respectively. OLI only tracks the headcount of labor, not quality and quantity in terms of revenue percentage. Like the USA(5th) and the UK (4th) with less than 5% headcount each, may have more revenue percentage each compared to all other countries combined. The OLI is largely deceptively misused in MoITT presentations, reports, facts, and figures. OLI only accumulates total registered freelancers for top marketplaces that can be redundant on each other. For example, the top two players Fiverr and Upwork which have the largest registered freelancers each as compared to all others combined as well as have a large chunk of revenue share.

Fiverr: Fiverr has more than 100,000 registered Pakistani freelancers, fake accounts are included, we can account that for the Pakistani accounts registered using VPN. Less than 20,000 Pakistani freelancers have earned more than $1000 in their lifetime. The recent Gross Merchandise Value or GMV of Fiverr is $699.3 million. 100% of $699.3 million will be $699.3 million, but they are paying ~80% or ~$560 million to their whole global online labor.

Upwork: Less than 1,000 Pakistani freelancers have earned more than $10,000 during their lifetime on Upwork. Upwork was a merger of top two players Elance and oDesk in 2013, aiming to achieve annual revenues of $10 billion from annual revenues of $1 billion within 06 years, but the current growth rate suggests, it will achieve half of its goal within a decade instead of 06 years.

Upwork is still a market leader next to none. You can better understand all prospects now. The so-called freelancing boom has been busted already. Just learn from that.

Virtual University and DigiSkills: Just like other projects and promises of MoITT, Virtual University of Pakistan published more than 60,000 fake degrees, and VU’s DigiSkills conducted more than 1.2 million fake pieces of training.

Please note, the Federal Secretary, Ministry of Information Technology and Telecom, who is also the Chairman of the Board of Governors of the Virtual University of Pakistan, is running away from the court of law under writ petition # 399-2020 Tahir Ramzan versus Federation of Pakistan, etc, in the Islamabad High Court from 10-02-2020. This matter is not only about 60,000+ fake degrees, and 1.2+ million fake trainings by VUP but a coordinated effort of tempering records, manipulating data, and intellectual dishonesty in MOITT and its children organizations including the National Information Technology Board and the Pakistan Citizen Portal. In short, anything with the word:

DigiSkills by VUP and MOITT: A Hallmark of National Trickster

Until now, after two years, 550 success stories are accumulating foreign remittances of just less than $0.5 million or 80 million Pak Rupees.

It means not even a thousand people earned an average of 150,000 Pak Rupees each or a minimum wage for only 08 months in the last two years (17,500 PKR is the current minimum wage in Pakistan).

It also means, only 01 out of 2000 trained people got any outcome.

We are best in record tampering, data manipulation, intellectual dishonesty, and moral corruption. Anything with the word:

In 2017-18, the Ministry of Information Technology and Telecommunication, Government of Pakistan, came up with an innovative idea to train 01 million people of Pakistan and equip them with Digital Skills. So they can freelance their services online over the internet. It seemed very lucrative and fruitful at the first look, and it was presented as a double-edged sword:

1). Provide employment opportunities to 01 million people and

2). Earn foreign remittances to increase foreign exchange reserves.

Like the Water Car Fraud by Agha Waqar Ahmed in 2012, when our government ministers, officials, experts, scientists, scholars, and engineers welcomed that as a landmark invention and discovery, it was a very similar scam because we are insolvent in knowledge and wisdom. Our education system does not encourage questioning, reasoning, teaching, and learning but a cult following.

Despite that Water Car Fraud balloon has been busted shortly after that. But still, we cannot dare to declare those admirers as so-called scholars, pseudo scientists, etc. We cannot question their qualifications, eligibilities, and appointments, even they have proven fake degrees, that’s also okay.

Our fear, greed, and religious hypocrisy can be damaged if we speak the truth, stand for the right, or ask for justice.

Similarly, from parliamentary committees to planning commission, everyone is praising the “DigiSkills Fraud” and all other scams by MOITT and VUP. Before going into any technical matter, we need andragogy for our public representatives, regularity authorities, and officials. I feel pity for all of them.

The Virtual University of Pakistan which was already a crime partner of the Ministry of Information Technology and Telecommunication won this “DigiSkills” project budgeting almost 700 Million PKR in December 2017.

On May 30, 2018, the “DigiSkills” went live for enrollments. Two years have been passed and the “DigiSkills” not only met the initial target to train 01 million people but it claimed that over 1.2 million signups with over 1.5 million enrolments. Everything is fake, forged, and just on-paper.

The calculations should be simple that if 1.2 million people are trained and certified then they need to earn at least a minimum basic wage, which is 17,500 PKR or you can take $110 per month or $1320 yearly.

1.2 Million X 1.2 Million = $1.584 Billion per year but 0.5 Million is actual earning in the last 02 years. It means we are 634 times behind the expected result of just minimum wage.

This is Fiscal Year 2021 or FY21, it was started on 01 July 2020 and it will be concluded on 30 June 2021. I have included the record of our IT and ITeS Exports with its growth rate to clarify the picture. Pakistan IT & ITeS Exports (PSEB and MOITT):

To avoid the “High-Risk Jurisdictions subject to a Call for Action” aka black-list and get out from the “Jurisdictions under Increased Monitoring” aka gray-list of FATF (Financial Action Task Force) and APG (Asia/Pacific Group) on Money Laundering and Terror Financing, Pakistan is implementing FATF’s 40 recommendations to meet international standards. It is a process of documenting our undocumented economy and enforce legal channels for monetary inflows and outflows which will ultimately increase the use of official channels to transact payments. It simply double or even triple our GDP on paper, and IT and ITeS Exports also but there will not be any social or economic impact of this initiative unless who benefited from this corruption. The criminal and corrupt culprits will use those figures to justify their corruption. Masters of stupidity will cheer that.

Misuse of “Husan-e-Ihlaaq”: A Productive Tactic to Manipulate

We live in a country where people are less literate about psychology, sociology, media, and marketing. Here, anyone who is a polite, friendly and has a kind attitude can make any lie a truth by pseudo-science.

Earlier, in 2015, I was used to teaching Programming and Development in an academy particularly Android and Java. Many students were struggling with their final year projects, they were ready to buy FYPs. (Still, I meet with students who buy FYPs.)

My friends said you can develop and sell FYPs; I replied, it is plagiarism, intellectual dishonesty, and crime. The major sufferers of this will be the students who are stranded enough to pay instead of learning. Students want to learn but they cannot find teachers who are honest, have the talent to deliver skills.

My friends persuaded me if you will not do this, these students will get their projects from someone else because students know nothing how to design and develop so it’s better that you help them to develop FYPs while teaching and learning the process so they will learn something to do something. Students invested their scarce resources in their degrees, and they cannot afford failure, it will affect their mental health and confidence. Failure will embarrass them in front of their family and friends. This is not their mistake but their teachers’ fault.

I am a frank and friendly person so students were very comfortable with me to share a lot of matters, they were used to saying “Sir X” or “Madam Y” did this or that but these “Sir” and “Madam” words were offending me, I used to say to my students that please don’t give respect to those who are responsible to ruin your learnings and future, you paid them to learn and it’s their responsibility to teach you and if they were teaching you then you don’t need to buy FYPs or learn it outside from your university which cost you extra.

They were used to saying that “our teachers are very kind, polite and friendly” but my students were not aware of misuse of “Husan-e-Ihlaaq” to manipulate students so nobody even thinks to question their responsibility and incompetence.

What to do, when there are no one guilty, responsible, accountable and answerable but endless problems?

How to UNDO Pakistan?

To India,

If you believe you are the greatest secular democracy of the world, you have faith on human rights and you can ensure justice for all. Everyone there, have freedom to speak and have awareness about right and truth.

Simply, free the Kashmir.

Soon, there will be NO Pakistan on planet earth or Kashmiris will beg to rejoin you because there can be no peace without justice and respect for human rights which are absent here too.

Existence of Pakistan is just based on religious hypocrisy, patriotic propaganda, promotion of greed and utilization of fear.

Pakistan cannot bear the injection of 15 million educated human beings with awareness of human rights, democracy, justice, and equality (even Pakistan cannot tolerate voice of few thousands who are here by fault).

To Pakistan,

Consider it as slap of shame and ensure justice for scholars who are rare, exquisite, in-demand or hard to find here.

Solution of Kashmir Conflict

Solution of Kashmir conflict – the main reason and issue between Pakistan, India, and China (Kashmiris do not matter for all of them):

Regardless the ego & ignorance, facts & figures, history & past; move on for out of the box and innovative solution to insure peaceful future of the world.

Let’s merge Pakistan administered Kashmir (Azad Kashmir & Gilgit Baltistan), Indian administered Kashmir and China administrated Kashmir to single secular, liberal, social, republic, autonomous, green, and peaceful zone. Some incentives, perks and limitations can be:

  • No military (not Pakistani, Indian, Chinese, or own)
  • Visa-less entry to Pakistan, India, and China for all Kashmiris
  • No heavy industry which cause pollution and damage ozone layer (import all these things from Pakistan, India, China and world)
  • Water, power, and strategic routes are major stakes behind the Kashmir conflict (allow all parties to use routes on royalty basis), water and power can be distributed also among all parties on royalties on the condition that which will not cause climate change and environmental damage (we cannot stop rivers and we should not stop peaceful routes (we need to access ocean also in return))
  • Education, health, agriculture, tourism, and royalties will be main sources of Kashmir economics
  • No (no means no) parament citizenships for all foreigners including Pakistanis, Indians, and Chinese (Yes, easy visa for all tourists and experts (doctors, engineers, scholars, and scientists) worldwide)
  • Own currency, own identity, and own passports
  • Save climate, environment and wildfire from global warming will be priority
  • Education cities (schools, colleges, and varsities), health cities (clinics, hospitals, and rehabilitation centers), research & development parks, and science & technology parks will welcome world to heaven on earth
  • Respect everyone, love humanity, free justice, ensure equality will be vital aspects of Kashmir Meritocracy System
  • Neutrality will be the core value behind Kashmir foreign policy

Hello World!

Tahir is a Ph.D. candidate focused on investigating ICT for Development, particularly ICT in Education; he is a graduate of dual honors degrees in computer science and information technology. He is two times Google Sumer of Code Student. He has evaluation experience of different programming languages, platforms, and tech stack.

He has worked on a different proof of concepts, prototypes, pilot projects, and case studies. He is passionate about the use of information, communication, and mobile technologies for development, such as education, health, e-governance, empowerment, and agriculture.

He loves entrepreneurship and startup ventures; he is always looking to work for new ideas, innovations, and inventions in diverse capacities, from strategic planning to tactical implementations. He welcomes any academic and industrial collaboration to contribute to a positive impact and make meaning for the masses.

Coming from a family with an unfortunate financial situation, Tahir has been working since his childhood. He has had many different types of work experiences, including working as an office boy, laborer, electrician, and supporting staff and tutor as well as spending time as a volunteer. He left his kindergarten school after passing level 02 in 1999, going on to work with his father in a college canteen in 2002 as a support-worker. In 2003 he left that college canteen and started another. Where the principal of the college offered him free education; the college classes were 03 years higher than his current educational level. That principal left the college within a year, so Tahir finalized his study after passing level 06. In 2006, he was admitted as a private/non-regular candidate in the examination of level 09 and 10 and passed. After that, he worked in varying capacities in different places as he needed to leave often to make time for his studies and exams. He gained a one-year vocational Electrical Certificate in 2007 and a one-year vocational Electrician Certificate in 2008. He passed levels 11 and 12 in 2009 as a private/non-regular student while working with lawyers as part of their support staff. He then gained admission to an e-learning and distance university, the Virtual University of Pakistan, where he graduated with dual bachelor degrees in BSIT and BSCS. He studied MSCS and worked on his research project “Teaching of Mathematics using IT”; the theme of the project is “Future Technologies in E-learning and Distance Education.” Tahir is a two times Google Summer of Code student. GSOC is a prestigious program for the best student programmers across the world, where participating mentoring organizations select a few top proposals out of thousands. He developed refunds and partial payments extension and APIs for CiviCRM. CiviCRM is a constituency relationship management used by many large NGOs, including Amnesty International, Creative Commons, the Free Software Foundation, CERN, and the Wikimedia Foundation for their fundraising. He implemented Apache HTTPD connector for libModSec (aka ModSec v3). ModSecurity is an open-source web application firewall, a toolkit for real-time web application monitoring, logging, and access control. He was Android Students Club Facilitator and Organizer in 2015, where he was required to teach and train club members about mobile application development; Google-funded ASC and they selected just a few proposals to launch and run this community. The use of information communication and mobile technologies for development is his core research interest, particularly the use of ICT for the education of kindergarten children who are not in school as well as within the agricultural sector where farmers are under-privileged and living below the poverty line. He aims to empower them and to provide real meaning and practical use for ICT amongst people where it has had no positive or productive use until now. His focus is on localized and context-aware human-computer interaction as per sociological, psychological, and pedagogical aspects. His future goal is to dedicate himself to teaching and the education of oppressed children, women, and farmers. He believes in creating the two-subject curriculum; literacy (local language, the national language, and foreign language) and mathematics (problem-solving, critical thinking, and analytical reasoning) because they have less time and resources to get involved in more courses. Their education needs to be blended using technology, e-learning, and distance education. He believes that sustainable development is dependent on education and growing awareness between children, women, and farmers. He loves teaching, training, collaboration, volunteer, research, and development opportunities. He thinks problems are possibilities to make new meaning for the future, and today is the future. He is an advocate of human rights, the economics of education, the industry of knowledge, and open-source paradigm; feel free to ping him if something which lies within.
